Forensic methods
When a signature crosses a printed line, a scan can show their location while losing physical information about ink and paper. The materials and the way they interact affect what can be examined on the original. Even a professional examination may be inconclusive.
If the question is whether a name was written before a stamp was applied, identify the exact crossing on a separate copy. Establishing a sequence at one crossing, when possible, neither dates either mark nor establishes the order of the rest of the page.
